Meta Agrees to July Stress Test on EU Online Content Rules: A great Step Towards Responsible Digital Governance

According to Reuters, Meta and the European Union have reached an agreement about the July stress test to follow European Union content policy. Thierry Breton (current European Union Commissioner for the Internal Market) earlier demanded that the social media giant ‘Meta’ should take immediate action against such child-targeted content.

Thierry Breton stated on his Twitter account that discussions with Meta CEO, Mark Zuckerberg are still ongoing about DSA, DMA and AI act, adding that “Meta presently employs 1,000 staff members for the Digital Services Act (DSA)”.

Earlier on 8 June, Thierry Breton Said that after August 25, they will impose “heavy sanctions on Meta” under DSA (Digital Services Act).

Understanding the Stress Test

The July stress test is a joint effort between Meta and European Union authorities to examine the platform’s compliance with the EU’s online content standards. These rules aim to limit the transmission of unlawful and harmful content, such as hate speech, terrorist propaganda, disinformation and specially the child targeted negative advertisement. The stress test attempts to discover any holes or inadequacies in Meta’s content moderation systems and promote adjustments where necessary by putting them to rigorous inspection.

What are DSA and DMA act?

  • This act additionally prevents online platforms from displaying a biased moderation against any specific group. Transparency in moderation is essential, and all complaints needs to be heard.
  • All digital service providers will be required to clearly state their terms and conditions so that users understand how their sensitive personal data and information is handled. Its main goal is to act against commercials that advertise in a negative way to wrongfully influence children.
  • This regulation grants European authorities the power to take stern action against any digital service providers that does not comply with their policies.

Digital Markets Act (DMA)

While the primary goal of the DMA is to preserve a balance of power between gatekeepers and small online service providers. The keys objectives of DMA are: –

  • The DMA specifies certain criteria for identifying “gatekeeper” platforms, including market share, user base, and financial importance. It strives to protect digital marketplaces from unfair competition and abusive practises to protect the rights of smaller digital platforms 
  • DMA opposes practises in which large platforms attempt to dominate smaller businesses. For example, they prohibit gatekeeping platforms to favour their own products/services over competitors.
  • The DMA attempts to promote fair competition and innovation by mandating gatekeeper platforms to give competing services with access to data and capabilities, guaranteeing interoperability, and prohibiting practises that impede competition and limit consumer choice.

Rule Implementation

The DSA was published in the Official Journal on October 27, 2022, and went into effect on November 16, 2022. The DSA will be immediately applicable throughout the EU and will take effect fifteen months afterwards, on January 1, 2024.

While DMA went into effect on November 1, 2022, and will be fully implemented on May 2, 2023. Following that, the gatekeepers will be identified, and they will be required to comply by March 6, 2024.

Role of Artificial Intelligence (AI) in content moderation
